Product Certification and Inspection

Product Certification is where a third party (Certification Body) gives a written assurance that a product, process or service conforms to specified requirements.

Among the advantages of certification are:

  • It provides an independent assurance that the product is manufactured under an effective system of testing, supervision and control.
  • Purchasers or consumers need not carry out further tests, as the products are already certified to be in compliance with the standards.
  • Certified products provide the user an assurance for safety and reliability.
  • Certified products enjoy the benefits of protection against competition from substandard products and misrepresentation.
  • The Product Certification Mark on a product is an excellent marketing tool.
  • It enhances the reputation of the manufacturer and thus, extends the market.
  • It improves efficiency in production and reduced wastage and rejects.

Once the product is certified, SIRIM QAS International will issue a Product Certification License to the licensee. The certified product and the name of the licensees will be automatically listed in our online database, www.malaysiancertified.com.my. For locally manufactured products, they will also be listed in the Treasury Listing without any additional charge.

As certification is based on product standard, certification can only be done when there is a standard for the product.

ISO/IEC Guide 2 defines a standard as a document, established by consensus and approved by a recognized body that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context.

Standards may include among others the product design requirements, test methods, product specifications and/or performance requirements, classifications, recommended practices.

If the product is mandatory, the standards used for certification have been determined by the regulatory agencies. Otherwise, the applicant needs to specify the standard.

No. Besides Malaysian Standards, certification can also be done based on International Standard (e.g. ISO, IEC), National Standard of other countries (e.g. BS, SS, JIS, DIN), Regional Standards (e.g. EN).

Yes, it is in accordance with the conditions stated in the product certification requirements, specified standard and procedures including the relevant regulatory requirements. SIRIM QAS International reserves the right to carry out either announced or unannouced surveillance activities. The surveillance also includes routine market sampling; and/or sampling of the certified product as part of the investigation when there is a complaint against the product.

The applicant can make an official enquiry by submitting the completed Questionnaire to us. We will then issue a quotation after the feasibility for certification is examined with respect to the standards(s) and availability of testing facilities. Upon the acceptance of the quotation, the applicant can make the official application by submitting the initial payment and the related forms. Then, we will proceed to the Document Evaluation. Once the evaluation is done, we will conduct the Factory Audit which covers the examination of QC plan adequacy, test equipment adequacy and calibration, as well as the record-keeping system. During the Factory Audit, the auditor will select samples for testing at SIRIM QAS International’s laboratory or any other accredited laboratories. Upon satisfactory rectification of the findings (if any) raised during the Factory Audit and passed test results, SIRIM QAS International will issue a Product Certification License upon the payment of all fees due. In the subsequent years, we will conduct Surveillance Audit twice a year.

The cost for certification varies depending on the product and the location of the manufacturing site. An official quotation will state the details of certification fees based on the information in Product Certification questionnaire submitted by the client.

There is no specific time given. The fastest would be in 2 months. The factors which determine the timeframe are:

  • Applicant and/or manufacturer’s readiness in complying with the Product Certification Requirements
  • Adequacy of Quality system implemented at the manufacturing site
  • The time required to complete a full test. For example, a minimum of 12 months is required to complete all tests for paint as required by the Standard; 28 days for cement, etc
  • Product Performance
  • The manufacturers’ commitment to maintaining and continuously complying with Product Certification Requirements

During initial factory audit, any irregularities or deviations from the Product Certification requirements will be recorded as non-conformance in the audit report. You will be given ample time to take corrective action on the non-conformance raised.

There is no specific time given. The fastest would be in 2 months. The You will be required to make improvements on the product. Once improvements have been made, sampling and testing of the improved product will be done.

It depends on sampling and testing procedures specified in the Standard or in the related work instruction.

Sample will be selected during Factory Audit and to be sent to SIRIM QAS International’s laboratory or any other accredited laboratories.

Yes. You can apply for Supplementary License or Trading License with the product manufactured locally by a Certified Manufacturer. Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to them. In this case, SIRIM QAS International will categorise you as a Trading Company with the product manufactured locally by a Certified Manufacturer.

In other case, you may apply for Product Certification License with the product manufactured locally by a Non-Certified Manufacturer. Initial Factory Audit and Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to you. In this case, SIRIM QAS International will categorize you as a Trading Company with the product manufactured locally by a Non-Certified Manufacturer.

If you are applying for Product Certification License with the product manufactured overseas, initial Factory Audit and Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to you. In this case, SIRIM QAS International will categorise you as a Local Agent with the product manufactured overseas or by Foreign Manufacturer.

Yes. Factory Audits will be conducted at your manufacturing site.

Yes, if you are manufacturing a product which has been made mandatory by the regulatory agencies. Otherwise, Product Certification is voluntary.

Your certification is valid for one year from the date of approval. It is renewable on yearly basis subject to terms and conditions.

Once your product is certified, you can use the following Certification Mark, depending on the type of certification.

  • Product Certification Mark
    • Used on products complying with a Malaysian Standard, foreign standard or international standard.
  • UN Marking
    • Used in packaging complying with the UN Marking requirements as specified to the MS 1513 series
      • “Packaging – Transport of Dangerous Goods”.
  • Product Listing Mark
    • Used on products complying with industry, association or acceptable customer specifications.
