Procedures for Importation

About Importation of Metal Scrap and Waste Paper

The importation of all metal scrap and waste paper to Malaysia comes under the purview of Ministry of International Trade and Industry (MITI). On 31 December 2021, MITI issued media release (download here) to announce the effective implementation date is 10 January 2022.  All scrap metal and waste paper intended to be imported into Malaysia are subject to inspection process and issuance of Certificate of Approval (COA) as per the Customs (Prohibition of Imports)(Amendment)(No.2) Order 2022 (download here)

Applicable HS code:

Waste paper

  • 4707.10 : Unbleached kraft paper or paperboard or corrugated paper or paperboard
  • 4707.20 : Other paper or paperboard made mainly of bleached chemical pulp, not coloured in the mass
  • 4707.30 : Paper or paperboard made mainly of mechanical pulp (for example, newspapers, journals and similar printed matter)

Metal Scrap

  • HS Code 7204 : Ferrous waste and scrap; remelting scrap ingots of iron or steel
  • HS Code 7404 : Copper waste and scrap
  • HS Code 7602 : Aluminium waste or scrap

Method of Importation

  • Type 1A : Pre-shipment by SIRIM
  • Type 1B: Pre-shipment by Foreign Inspection Body ( FIB) with MOA
  • Type 1C: Pre-shipment by Foreign Inspection Body ( FIB) without MOA
  • Type 2: Pre-shipment by Materials Recovery Facility (MRF)
