Expansion of metal scrap categories that are subjected to certification of approval by SIRIM

The importation of metal scraps to Malaysia comes under the purview of Ministry of Investment, Trade and Industry (MITI) and is subject to the issuance of a Certificate of Approval (COA) by SIRIM as per the Customs (Prohibition of Imports) (Amendment)(No.2) Order 2022, as announced by MITI in December 2021. Under this Order, SIRIM as the designated scheme owner has developed Guidelines for the Importation and Inspection of Metal Scrap (“Guidelines”) aimed to provide guidance for the importation and inspection of metal scrap into Malaysia.. The Guidelines that came into force on 10 January 2022 specified 3 HS codes for metal scrap that are subjected to COA namely 7204 (ferrous scrap), 7404 (copper scrap) and 7602 (aluminium scrap).

On 16 April 2024, MITI announced (download here) that the Government has decided to expand the categories of metal scrap that are subjected to COA through the Customs Order (Import Prohibition) (Amendment) 2024 [P.U.(A) 69/2024] (download here), effective 1 May 2024. The expansion will include 23 HS Codes under the ‘metal waste and scrap’ category, as follows:

In this regard, the second edition of the Guideline is published by SIRIM, reflecting the new updates (download here)

A seminar was held with the metal scrap industry on 3 April 2024 with the intention to provide updates on the aforementioned announcement by MITI as well as the recently published Customs (Prohibition of Imports) (Amendment) Order 2024, and the requirements for importation and inspection of metal scrap. Download here for the video recording and ( download here / download here ) for the slide presentation throughout the engagement session.

We are pleased to announce a second seminar will be held virtually on 29 April 2024 at 10 am, with the focus on CoA application through the online permit application and approval system, ePermit. We are delighted to invite YBhg. Datuk/Dato’/Datin/Tuan/Puan to this seminar. Please click the link below for registration.

We thank you for your interest!
