The importation of metal scraps to Malaysia comes under the purview of Ministry of Investment, Trade and Industry (MITI) and is subject to the issuance of a Certificate of Approval (COA) by SIRIM as per the Customs (Prohibition of Imports) (Amendment)(No.2) Order 2022, as announced by MITI in December 2021. Under this Order, SIRIM as the designated scheme owner has developed Guidelines for the Importation and Inspection of Metal Scrap (download here) aimed to provide guidance for the importation and inspection of metal scrap into Malaysia. The Guidelines that came into force on 10 January 2022 specified 3 HS codes for metal scrap that are subjected to COA namely 7204 (ferrous scrap), 7404 (copper scrap) and 7602 (aluminium scrap).
On 16 April 2024, MITI announced (download here) that the Government has decided to expand the categories of metal scrap that are subjected to COA through the Customs Order (Import Prohibition) (Amendment) 2024 [P.U.(A) 69/2024] (download here), effective 1 May 2024. The expansion will include 23 HS Codes under the ‘metal waste and scrap’ category, as follows:
